EXERCISE
OVERVIEW
The City of Deer
Park Local Emergency Planning Committee (LEPC) hosted a Full
Scale Exercise on Friday, October 27, 2006, in conjunction
with Bayshore Medical Center, Channel Industries Mutual Aid
(CIMA) Zone 3, and the Deer Park Independent School District.
The 2006 Deer Park
Full Scale Exercise (DPFSX) was the largest LEPC exercise ever
conducted in the Houston region, involving 639 participants from 45
different organizations.
The exercise required
more than six months of advance planning by an LEPC Exercise Design
Team composed of approximately 50 team members.
The exercise was facilitated by Media
Consultants, a
professional exercise design/facilitation company based in Sugar Land,
Texas.
The purpose of the
exercise was to demonstrate the ability of participating organizations
to coordinate, communicate, and integrate their emergency response
actions to two different hazmat threats impacting the Deer Park
community.
The exercise involved
real-time notification and deployment of response personnel to a
simulated Union Pacific train derailment south of State Highway 225
between Tidal Road and Center Street in Deer Park, Texas.
The scenario involved
the release of a toxic product that required nearby schools and
community residents to “shelter in place”, followed by the
potential explosion of two flammable products that required nearby
schools and community residents to evacuate. Two
victims injured in the train derailment and 15 community victims
exposed to toxic fumes or suffering other medical symptoms were
transported to and/or treated at Bayshore Medical Center.
An Exercise
Debriefing was conducted immediately after the exercise to identify
major strengths and areas requiring improvement.
An Evaluation Conference was conducted on October 31, 2006, to develop
information required for the After Action Report and Corrective Action
/ Improvement Plan.
